Excess Hour Policy
Section 54.068 of the Texas Education Code specifies that resident undergraduate students enrolling in a higher education institution during the Fall 1999 semester or later may be subject to a higher tuition rate for attempting excessive hours at any Texas public institution of higher education while classified as a resident student.

For students who entered during the Fall 1999 semester through Summer 2006:
The higher rate will apply if, in previous semesters, a student attempts 45 or more hours over the  minimum number of semester credit hours required for completion of the degree program in which the student is enrolled.

For students who entered during the Fall 2006 or after:
The higher rate will apply if, in previous semesters, a student attempts 30 or more hours over the  minimum number of semester credit hours required for completion of the degree program in which the student is enrolled.

Attempted courses include those courses attempted at Texas State or any Texas public institution.  The following types of credit hours will count toward the Excessive Hour Policy:

  • Hours earned in courses in which a grade is earned on the transcript
  • Hours in repeated courses
  • Hours in courses dropped with a grade of “W”
  • Hours in Texas State off-campus courses
  • Academic Bankruptcy hours

The following types of credit hours are exempt and do not count toward the limit:

  1. Hours earned after a baccalaureate degree has been awarded
  2. Hours for graduate/doctoral level courses
  3. Hours earned through examination
  4. Hours from remedial and vocational or workforce education courses
  5. Hours earned by the student at a private institution or out-of-state institution
  6. Hours attempted prior to declaration of Fresh Start.
